What is SJR 2-F?
Senate Joint Resolution 2-F is a proposed constitutional amendment that would increase Florida's non-school homestead exemption in two scheduled phases. The ballot text also requires the Legislature to set, through general law, a future schedule for further elimination of non-school homestead property taxes; this calculator models only the two dollar-defined phases voters decide in November 2026. School property taxes would continue to use the existing $25,000 homestead exemption.
Proposed timeline
- 2027 (Phase 1): Non-school homestead exemption increases to $150,000 total
- 2028 (Phase 2): Non-school homestead exemption increases to $250,000 total
Okaloosa County — projected ad valorem revenue impact
The calculator includes estimated countywide revenue reductions for Okaloosa County taxing districts. These figures are computed from public Property Appraiser parcel data and 2025 certified millage rates — they apply SJR 2-F's exact exemption levels to currently homesteaded parcels.
- Phase 1 ($150,000 exemption): approximately 30.6 million in reduced ad valorem revenue (34.3% reduction on current homestead ad valorem)
- Phase 2 ($250,000 exemption): approximately 49.7 million (55.6% reduction)
Methodology and district-level detail are documented in docs/fiscal-impact-validation.md. Numbers will be verified against the County's own fiscal impact analysis when an SJR 2-F-specific version is available.
What this tool does not do
This calculator estimates ad valorem property tax changes only. It does not model non-ad valorem assessments, state budget offsets, or service level decisions local governments may make in response to revenue changes.
